What this service covers

Every retrofit scheme creates social value — most local authorities can't yet measure it

Retrofit programmes deliver far more than energy savings. Warmer homes reduce winter deaths and hospital admissions. Lower bills reduce financial stress and free up household income. Local labour and supply chains create jobs and apprenticeships in the communities where the work happens. The Social Value Act 2012 and the Procurement Act 2023 increasingly require this value to be measured, reported, and demonstrated — not just claimed.

Valuation Framework 01

HACT UK Social Value Bank

Developed by HACT in partnership with leading housing and social research bodies, the UK Social Value Bank assigns a monetary value to wellbeing outcomes — based on robust econometric research into what people would be willing to pay for improvements in their lives.

National TOMs (Themes, Outcomes & Measures)

The National TOMs framework, developed for UK public procurement, provides standardised measures for reporting social value across five core themes — widely used by local authorities to evidence social value commitments in procurement and contract delivery.

  • Jobs — local employment, apprenticeships, work placements

  • Growth — local supply chain spend, SME engagement

  • Social — community wellbeing, volunteering, fuel poverty

  • Environment — carbon reduction, waste, biodiversity

How we deliver

From delivered measure to monetised social value report

We link social value reporting directly to retrofit delivery data — so every measure installed has a corresponding, auditable social value figure attached to it.

Baseline household & property data collection

For every property entering the programme, we capture baseline data — EPC rating, household composition, fuel poverty indicators, and pre-existing health and wellbeing context where consented. This baseline forms the reference point against which post-installation social value outcomes are measured.

Measure-level data linkage

As measures are installed — insulation, ASHP, solar PV — we link each installation to the property's HACT and TOMs profile. EPC improvement, estimated bill savings, and carbon reduction are all calculated at measure level and become the inputs for social value calculation.

HACT & TOMs valuation calculation

Using the HACT UK Social Value Bank, we calculate wellbeing values for outcomes such as improved health, reduced anxiety, and reduced fuel poverty risk for each household. In parallel, TOMs values are calculated for jobs created, apprenticeships supported, local supply chain spend, and carbon reduction — all expressed in the standardised TOMs proxy values.

Local employment & supply chain tracking

We track jobs, apprenticeships, and work placements created by the programme — alongside spend with local and SME suppliers. This data feeds directly into the Jobs and Growth themes of the TOMs framework, demonstrating the wider economic impact of the retrofit programme on the local area.

Whole asset management reporting

For housing portfolios, we provide whole asset management reporting — linking social value outcomes to asset condition, maintenance planning, and stock investment decisions. This gives housing teams a complete picture of how retrofit investment is improving both the physical asset and the wellbeing of residents.

DESNZ, funder & member reporting

We produce social value reports tailored to each audience — DESNZ evaluation submissions, funder progress reports, and council member or cabinet reports. Each report presents monetised social value alongside the carbon and energy performance data from the same programme, giving a complete return-on-investment picture for elected members and funders.
