Programme Overview
Cosy Homes in Lancashire is a flagship fuel poverty programme delivered across 15 local authority areas in Lancashire. RetrofitScore, through delivery partner RHEA Projects, has led all retrofit coordination and design across 7,000+ properties since April 2021 — helping households reduce energy costs and carbon emissions through funded measures under LAD, HUG and Warm Homes schemes.

A complete coordination and design service — covering every role defined within PAS 2035.
Retrofit assessment
Qualified assessors survey each property, capturing condition, occupancy and energy performance data. Full MTIP produced to BSRIA and PAS 2035 standards — including background ventilation and air tightness testing where applicable.
Retrofit design
RetrofitScore has acted as principal designer across Cosy Homes in Lancashire — covering everything from loft insulation to solar battery systems. All designs follow a fabric-first approach before any heating or renewable measures are specified.
Coordination & compliance
Our Retrofit Coordinators oversee the full installation phase — technical site inspections, contractor liaison, planning and conservation compliance, and TrustMark lodgement. Tenant engagement and handover are tailored to each household.
Monitoring & evaluation
Post-completion performance is tracked against design targets. We produce evaluation reports for funders and manage all submissions to DESNZ, Salix and other stakeholders — consistently on time, year after year.
